Is it possible to physically improve enchanted weapons and armor ( like take a regular steel enchanted sword and improve it to a "fine" steel sword). I was asking because I had heard somewhere that here was some issue with improving enchanted weapons.

You just have to have the right perk on smithing to upgrade enchanted items like armor and weapons.
