Is there a water mod that makes the water surface clear?

I can already see clear when I'm in the water via adjusting the ini setting, but it would be nice to see it from outside the water as well.

You can change the transparency of the stock non-pixel shaded water thru the morrowind.ini:
[Water] section
...
World Alpha=0.75
...

Change that value to a lower number to make the water more transparent.

I don't know if that will work with the stock pixel shaded water.

If you're using MGE or MGE XE then it's a lot more involved to change the water surface transparency - requires editing the InGame.fx in several places. There exists no mod for that yet, so you would need to make the edits yourself. And that's something I haven't tried tweaking yet myself apart from playing with the water refraction depth and depth color.

I'm only using MGSE, so it shouldn't be a problem for me then. I'll try it.

Hmm, I changed it to a low value, and I thought it did the trick, because the water surface did look more transparent, but I tried changing the value to a higher one than the original, and it looked the same. But at least the water surface isn't as non-transparent as I thought it was.

Anyone know how to make under water a bit blue? I think it's a bit too clear now, it would be nice to have a touch of blue. Just a smedge.

Try this setting, again in the morrowind.ini:
[Water} section
...
UnderwaterColor=012,030,037
...

The default is 012,030,037; these values will make underwater bluer 012,038,056
The values are RGB - red, green, blue

Can you make it a smedge more blue? :)

NVM, that shall suffice. Thanks. :)

Go ahead and play with the values. I know you're quite capable!

Increase the third number (blue channel) a little higher to add more blue.

The closer to zero the less that color channel influences the overall palette; the closer to 255, the more.

Yeah, right now, I have it at 0,155,155. So, it's at a dark cyan color right now. It seems to fit perfectly.
