Does the In-game map get clearer throughout adventuring, or does it just depend on the weather?

To my knowledge, it depends on the weather, I've been outside Windhelm and had a pretty harsh snowstorm and you couldn't see much of anything on the map, ect.

My map has never been clear i mean i cannot see any landscape at all...completely blured and can't even use it!
