Other than enchanting..........

Is there anyone in Skyrim that you can use to upgrade your item with an enchantment you want or smith that you want other than doing it your self by working up the skill and perks?

Can you randomly find upgraded items?

Can't find higher quality than normal items in loot, but you can find it enchanted. Nobody does the service for you, but you don't need to take the perks to do so yourself.

would have been great if there was an smith that improved you armor . tho of lesser quality what you normally could have done
same for enchanter
