What is the name of "that" armour? : Fallout: New Vegas

I mean the one that can be seen on back-ground menus and various places

I was the reason I have an interest in this game in the first place, LOL
If I didn't get it wrong it portrays elite, veteran of NCRs
So far I heard that they can not be obtain with out killing NCR, I will try to spawn it by console. (I didn't sure is it the one they are talking about)

I believe your referring to the NCR Ranger Armor and Ranger Helmet. I don't believe you can get it without killing off one of the Rangers or.... getting a mod.
