Updated previous post. Any more suggestions?

In conclusion it seems that the Illusion skills add 10 damage ontop of what the normal damage is.
If this is significantly changed by enchants/potions I have yet to find out. But honestly, that'd take freaking years to figure out.

Ok. Uploading screenies with destruction perked to Intense Flames and Illusion perked to Rage.

You mean Aspect of Terror, right?

Ah, now it makes sense. Aspect of Terror adds +10 levels to the effectiveness of Illusion-school Fear spells. It adds 10 damage to all Fire spells that are capable of inducing Fear in opponents.

I'm pretty sure this isn't intentional on Bethesda's part, although I may be wrong. In any case, 10 is a very small difference to a 150-damage spell. It won't make Destruction suddenly become powerful at high levels, although the boost to lower-level spells, particuarly Flames, is pretty good because 10 is a higher proportion of their damage output.

Nah I technically specced to Rage because the thread the OP linked was talking about it. Just figured I'd try.
That didn't have any effect though, only Aspect of Terror adds the damage.

Maybe other magic school perks effect ice and lightning, or maybe it's just the extra effect that is upped by Aspect of Terror, for example...

Fire - Damage is upped
Lightning - Magicka drain is upped
Ice - Slowdown is upped.

As a storm mage (ice and lightning only) I can't help but fell slightly disappointed. Do we think this is a bug then?

This is most definitely a bug. If it were intentional they would of made it more clear in te perk description

Or you could just light them up with wall of fire, flame attronach cloak of fire etc... and get the same bonus to those spells.

This is because these spells get a damage bonus when the enemy is already on fire (a "buff") which looks like is also erroneously granted with the illusion fear perk effect I guess.

It's probably a bug, so be prepared for it to get fixed, it also does not appear to me to do any additional damage once the target is already on fire.
