I've tried everything and no matter what I can't figure out how to make the Blood On The Ice quest available.

I've done everything. I've done every favor/bounty for the Jarl of Windhelm, I've left Windhelm and returned more than 4 times, I've completed the Rescue From Neugrad side mission and I've tired to buy a house, only to be told it's "not ready yet".

What do I do? Is my game glitched? Is there a workaround?

I found the journal proving who it is, and it still won't start for me. I can't buy a house in Windhelm either because of it.

I'm guessing you've already gone to the graveyard and seen the dead body there? I think that's what starts the quest.

Of course, I've gotten to the part of it where I have to "ask Jorleif for assistance" and no matter what I do, he just answers the same basic questions "what do you do for the jarl/etc."

Yeah for me there is no body in the graveyard.

I wandered into the (correct) graveyard where a guard yelled at me. I offered to help the investigation, went to ask the steward for permission, then did some detective work. The quest doesn't walk you through every step, but if you pay attention to the clues, you'll get where you need to go.

Same problems here. Cant start quest. Left more than 4 times. Did every favor, did the Stormcloak side quests, broke into houses and found journal and altar, been to the graveyard on every hour of the game, and nobody even speaks of the freakin butcher.....

I finished the most quest in Windhelm, but I heard no voice and saw no people on the bone yard... I can come and wait on every time but nothing is coming... the problem is that I will need this damn Quest to get this house... damn fix this ***
