I read somewhere that followers stay whatever level you were at the time they entered the "follower zone" and stay like that forever. Is this correct?

Does this mean that if I get Farkas/Vilkas in the "follower zone" now at level 46 and give them Daedric gear, they will be unstoppable badasses?
