While doing the Main Quest I got up to "Gra-Muzgob Informant". After starting that quest, while randomly talking to an npc, I triggered an entry for the "Meet Sul-Matuul" quest (Nuleno Tedas gave me directions...) which is supposed to come three quests down from where my character is at. However, Caius now thinks that I'm that far ahead in the MQ when I attempt to finish the Gra-Muzgob quest.

What's the best way to fix this? Perhaps with Enchanted Editor? I'd rather not just fill in the journal entries in between. So how do I make Caius pick back up from the Gra-Muzgob quest?

Revert to an earlier save.

Your best bet would be to go to an earlier save. I'm not sure how the game will react if you remove the journal entries with EE, but it is worth a try. It should make a backup of your save, but you should back it manually to be sure. You could try using SetJournalIndex "A2_1_MeetSulMatuul" 0, but that won't fix your journal, and you'll probably have to enter on more than one occasion since it's not a real index for the quest, and from what understand, won't get saved to your game.

This seems to have done the trick. I was able to get Caius to close the Gra-Muzgob quest and move on to the Vivec Informant quest. The fix seems to have saved to my game - after loading the subsequent save, Caius is still on the Vivec quest. I don't care if the offending quest entry isn't removed just as long as Caius is dishing out the quests correctly.
