Question about quest : V

Diplomatic Immunity:

I just wanted to make sure that this wasn't a problem with my save file and was intended. When starting the Diplomatic Immunity quest and I first enter the Thalmor manor, I only have the part clothes and boots etc. And I am unable to sneak. Hitting the CTRL button does nothing, is that supposed to happen? Just want to make sure I shouldn't reload.

You should talk to the bartender as soon as you enter the house, the rest will flow nicely

I'm fairly sure you should be able to sneak... I don't see why not. I mean, I didn't try to sneak because I was playing a warrior but I don't think game functions should cease to work.

Perhaps save and then reload to see if it's the same.
