this a test for internal system on ps3 and skyrim how much actual processing power it needs ive don this on multiple games start downloading anything turn on game downloading stops on most disc based game skyrim doesnt which proves the processer is not at max

A download only stops if your playing an online game. Skyrim isn't so there is no need to stop the download.
