I think if he want to make pack, he should create list of mods, but it's really not fair, i do mean in the way - when people create their plugins, on which they worked alot of time, and than, this guy include all of them without any permission in his "mod pack". After that users install this pack, and they just know name of this pack author.

I think thief is a strong term. They're listing authors and giving credit. The proper way to go about such a pack is to ask permission beforehand, but I don't think this really counts as stealing.
