So I have taken care of all issues in the Fallen quest, I have the Call Dragon shout, I get to Dragonsreach, get on the porch, call Odahviing, and nothing happens. The Jarl keeps asking me if I have a plan to call the dragon, and the shout does not call him. I have shouted for 10 minutes and he has not appeared. Has anyone else had this problem? I have a lot of time invested to try a restart...
