What exactly scales as you level ?

Anyone know what exactly level scale with you, and what does not?

For example, at the start of the game giants are already pretty high level, so that you can't put them into weaker soul gems. While wolves are probably level 1. But what happens with those guys as you level?
Or they just get a few bonus stats without actually "leveling up"?

It's different from Oblivion if you played it. Certain things will level and certain things won't.

Giants/mammoths i believe stay the same level, maybe a slight increase.

Wolf and other other wild life stays at relatively the same level.

Honestly the only things i have noticed that leveled with me where necromancer/bandits/draugers/boss battles.

If I read the book the right way, its not that the enemies "level up"... it's more that there's new types of enemies that appear in the world. Giants, Mammoths, Dragons... things of that nature are kind of static, although certain perks and magic spells/shouts may unlock as you get higher in level. Other things like Draugr Overlords won't really appear until you are above a specific level area. You may see a few that are dungeon locked (I think that's the best term for it) but as for random spawns, I didn't see one until I was a level 20.

This is all just assumptions based on my own gameplay, and a little light reading on the game guide. I could be entirely off though.

Bandits, Draugr, Dragons, (City guards I think), Necromancers, Those poor people (always forget their names), Falmer, Dwemer machinations
-They scale in level by replacing some of their lower level mobs with higher leveled ones with different names (with exception to the city guard)

What doesnt scale
Wolves, Mountain Lions, Bears, Dragon Priests, Civillians, Giants, Mammoths, Walrus

Probably missing a few.

Good example:
Draugr, Restless Draugr, Draugr Wights, Draugr Overlords

(There are also some dungeons which contain STATIC ONES, by default they spawn as an Overlord or a Wight)

These have all been static enemies to me. All of them will exist right from level 1.

Most high level enemies you already met in the begining won't level. Like giants and mammoth.

Dragons will level. At first you'll only meet fire and frost dragons. As you level up you'll eventually meet blood dragons, elder dragons, ancient dragons, etc. But fire and frost dragons may still make appearances.

Most low level enemies you meet in the beginning will level, like bandits, draugrs, falmers, necromancers, vampires, etc.
Most wild animals won't level, e.g. Bears, wolves, deers, rats, etc.
There are only two kinds of trolls, normal trolls and frost trolls. Both of them won't level as you level, but they'll either spawn or not spawn at all depending on your level(I.e. You won't meet them when you are at low level).

Most citizens in towns and cities won't level. Followers will level.
Guards have a minimum level of 20, and will level once your level passes a certain threshold(so they can beat you easily in the beginning and will be on par with you as you level up, but will never lag behind you too much).

Dragons will level with you. As you level your chance of facing an blood/elder/ancient will increase. However, you still could fight a regular dragon every now and them.

Loot scales.

Monsters themselves do not scale; you just unlock more difficult types the higher level you go.

At level 1, a Draugr Deathlord or an Ancient Dragon will never spawn, for example.

I am fairly certain that guards do NOT scale because I can one shot them [censored]es now at level 38, but at level 5 I was being [censored] by them.

I think all creatures remain static in skyrim... at level 63 I still see the occasional Draugar that die in a single hit or spell cast but most are replaced out for higher forms like restless and overload. That said I think that people do level up to a degree with the player and that includes companions who aren't quite as easily killed off by mobs as they were in oblivion. Some boss fights are based on level tho, else wise nothing seems to move around. Overall the level scaling seems nicer in skyrim then it was in oblivion.

I think blood dragons come earlier than frost dragons. Might be just coincidence in my case, though.
It seems to me that every single monster placed in the game is, technically, a leveled list. Most of these leveled lists consist of 1 entry only, like "draugr on every level". Some consist of more, such as "draugr from levels 1-5, restless draugr from levels 6-15, draugr scoure from level 16-infinity" (the numbers are just there for the purpose of providing an example; they are probably not the right ones). Sometimes the list begins with "nothing from level 1-10". Some might begin with something moderately hard and scale to something very hard.
Wolves do level to ice wolves, it seems to me. Again it is usually only one wolf in a pack that becomes an ice one, while the rest remains easy. But I may be wrong here and possibly they don't level at all.
