if no why did they remove it?

Speech skill is like barter. You need to invest points in the perk tree for more haggling.

haggling is done on its own now.

Before haggling worked as such

Your skill is XX meaning you can get XX% of and items value, you would then have to slide the slider to that value and if you went over it wouldn't sell

Now, haggling works simply that Your skill is XX so items sell for XX% of their value

In a sense it's the same you simply don't have to move the slider manually any more and guess where you are.
