Hired Muscle bugged? : V

Hello
I've been trying to do the "Hired Muscle" quest for quite some time now. It wants me to intimidate Atar but he is nowhere to be found. I've gone to Karthwasten and checked everywhere and the arrow also sends me to some road where he never is. Is this quest bugged or am I just doing something completely wrong?

Bump!
Also having a ton of trouble even getting the murder quest started in Windheilm. I'm level 56 and I've had the option to buy the windhelm house for quite a while now. I can't buy it until I solve the windhelm murder but I'm unable to start the quest.

Well this will be my last bump, I've almost ran out of quests in Skyrim except for the repeatables and these are the only main ones I have left.

Google it its a well known bug. Some tricks to complete it can be difficult. I managed to pull it off by failing a pickpocket, then running to the docks to turn myself in, then approach the guy before he re-enters the boat and beat his ass.

I actually found his NPC I'D which is 000622e5
But when I try to intimidate him he doesn't do anything.
