Is dragons breath considered a spell/magic attack for the purposes of spell resistance?

My idea:
Elemental block perk +50%
Lord Stone +25%
Total +75% magic resistance

optional add in potion/enchantment to bump up to the 85% cap. (If it is capped)

This should work against spell casters, dragons, and HOPEFULLY wraiths and wisps.
