How exactly do % potions work? : V

Lets say i have 25 base smithing, and i wear an armor that has fortify smithing +20. I get a +100% smithing potion, and i drink it. Would my INCREASE in smithing be

100% x 45 or would it be 100% x 25? Does it only take into account your base stat or your total stat?

I believe it's 100 x 45, but I may be wrong.

I suppose fortify alchemy increases the state of the potions as well? Cause im trying to get the most out of potions without adding alchemy

If you wear "fortify alchemy" rings and necklaces or bracers etc you can get stronger potions without spending perks in alchemy, that's true.
