Who was the "Deadbeat" that was Supposed to do Your

While I haven't completed my first playthrough in Fallout: New Vegas, I've gotten pretty far and decided to finally start a second one while I'm playing my first. Then I ran across Johnson Nash, making mention of a few things I had mostly forgotten about and never really focused too much on. Such as the statement that "You were still kicking," suggesting you've almost died before(at least that's the feeling I got from it the first and second time. Though if I'm right, I have no idea how that happened-if I'm right, at what point would that be explained in the game?). The other one, causing this thread, was the mention that there was a man who was supposed to do the job before yourself. And instead noticed your name and said to let you do it.

If someone could explain that whole bit, I'd appreciate it. :]
