Queston about Enchantments

Hey guys I have a quick question to ask about enchantments. So I learned some enchantments at an earlier level and haven't really bothered with it until my current level of 20. I want to enchant my armor with some more powerful enchantments but it won't let me learn the more powerful enchantments because I already have the weaker ones. Or do I just need to level up my enchanting? Would it have been the same if I had learned the more powerful enchantment?

You can only learn each enchantment once.

To make stronger enchants, just use a better gem (grand is the top) and get perks in the tree.

Damn it, that's really dumb but whatever, don't see why I can't just learn the better enchantment...

I tried using a soul gem (black soul gem filled with grand soul) but it didn't seem to make much of a difference, guess I might just stick to smithing.

When you learn an enchantment, the magnitude of the enchantment doesn't matter. If you destroy a sword that deals 10 points of fire damage, it's the same as destroying a sword that deals 20 points of fire damage. You simply learn to enchant weapons with fire damage. How strong the enchantment is depends on your level as an enchanter and the quality of the gem being used.
