It's the way it's been done since Oblivion, and probably Morrowind if you swam out far enough. There's not much else they could do.

they could block the road with some sort of destruction or dead mammoth.. impassable mountains work too

could of spiced it up with some imperial/stormcloak check points / rock slides / berlin-style walls / cliff racer swarms / swooping dragon that carry you off etc etc etc

but hey, Im fine with how they handled it.

If you really must go that way... I'm fairly sure there is an ini tweak to allow it, it honestly is better than impassable mountains as it gives the game more depth.

Nope. There was an invisible border, extremely far away from the shore, but it didn't tell you you were hitting it and since you were so far away from land, you couldn't even be sure you weren't moving.

apparently bethesda programmed in the other provinces (at least morrowind and cyrodiil) you can see them if you use the no clip console command on pc-the red mountain, gold tower, etc is there-i assume it was randomly generated for the modding community's use

An Imperial/Stormcloak checkpoint would be interesting, or at least not making the road lead directly into the border.

possibly like in oblivion its easy to disable the border via the ini. have not yet tried it though.
