Specific to just vanilla armor and weapon replacers, as opposed to things like vanilla clothes or new items, here are some of the ones I use:

Oblivion Texture Upgrades Pack: Armor Retexture: http://www.tesnexus.com/downloads/file.php?id=10928

Arrow Replacement Pack (technically a mesh replacer): http://www.tesnexus.com/downloads/file.php?id=9051
Also see http://www.tesnexus.com/downloads/file.php?id=25335 for Arrow Replacement Packs for things like Shivering Isles, FCOM components, etc.

Better Staffs: http://www.tesnexus.com/downloads/file.php?id=3646

The http://www.tesnexus.com/downloads/file.php?id=27414 series has seriously high quality (and hi-res) retextures. If only it was a complete set.

hello, here's a pretty good weapon mod. I use it with a fcom base settup but you have options on that end.

I made some High Res texture replacers for some of the armor and weapons, might go well with what's be listed so far, Check http://tesalliance.org/forums/index.php?/files/category/10-armor/ and http://tesalliance.org/forums/index.php?/files/category/9-weapons/ for mods labeled Improved Armoury :)

I've done a lot of searching for this stuff myself (try searching "improved" or "better" or "hi[gh] res[olution]" or "replacement" on tesnexus and paging through all of the results, it's what I did, haha so meticulous) and unfortunately there's really not much out there except for the Redone series I linked. You may notice that aside from InsanitySorrow's recent efforts, really nothing else suggested here is actually a hi-res replacement, the OTUP thing being simply the vanilla textures run through a filter. Of course the stuff linked here is all great, but it's all new items, not retextures. You might be able to find hi-res textures for a few more weapons or pieces of armor out there but the only substantial collection is the incomplete one I linked.

It is really weird that after five years there isn't a complete overhaul of the vanilla weapons and armor, you'd think someone would have had the time at one point. So my hope is I can try it out for myself before too long and hopefully be skilled enough to actually complete it. But it's a long shot, probably.

Oh, and if you want to see a ridiculously high quality texture, open up the fur cuirass retexture from the pack I linked in GIMP or Photoshop. It's 4096x2048 with perfectly crisp detail, and it's insane. To compare insanity, InsanitySorrow's fur texture, as great a job as it is, is 2048x1024 and most everyone would consider that hi-res already. Anyway, aside from the fur and leather/thief textures not all of the retextures in that pack are 4096x2048, but they're all a step above the vanilla textures at least.

Vanilla textures sit about half the size of my retextures, so those new ones you linked to are about 4 times bigger

It is really weird that after five years there isn't a complete overhaul of the vanilla weapons and armor, you'd think someone would have had the time at one point.

Well from experience I can say the reason behind this is that it takes a while to do one set, that's just the main textures of the weapons and armor, double that time for new normal maps, increase it even further if say you're replacing parts or all the textures with brand new ones and NOT doing simpler retextures.

You can then start to imagine the overall time it'd take to do all weapons and armor, I'd say it's a couple of months of hard work at least and that's without taking breaks and working on other projects.
