Can hand to hand be properly implemented?

For the first time in an Elder Scrolls game I've made a character who I was intending to use as hand to hand (A Khajiit thief, who I initially wanted to play on the premise that he likes to steal things but doesn't want to go killing people, so resorts to solving fights with his fists.)

But then as I started out I found that it really wasn't viable as a combat style as it doesn't scale up as you level, all you can do is get the Gloves of the Pugilist and the Heavy Armour perk (if you don't mind using points in Heavy Armour just for a H2H bonus) and added to that the fact that you can't gain XP through using Hand to Hand.

Which seems a real shame as hand to hand even has some pretty cool finishing animations.

Of course it'd probably be a tall order to add a whole new skill for hand to hand, but maybe it could contribute to an existing skill, such as light armour, or maybe add a light armour version of the perk in the heavy armour tree, so we're not forced to spend points in a tree irrelevant to light armoured chars.

Ideas, or any ways people have made h2h useable?
