Sorry if this is a stupid post, or if it has been answered already but does anyone know the name of the music that plays when u open the elevator and there is 2 cell guys dancing?

I think it's a short track made by Crytek. To me it sounds like German techno.
The elevator isn't the only place where you are going to hear this short track. I don't know if you are playing on consoles or PC, but on consoles you have an/a achievement/trophy which requires you to re-route the power in the mission 'Eye of the Storm' without being detected, meaning you have to cloak your way to the building where you have to shut down Lockhart's upcoming EMP attack against you.
