The Thalmor Embassy in Solitude

Alright, so at level 24 I received the mission to rescue Thorald from the Thalmor. I told the Grey-Mane there that I didn't want violence and I would try to get Thorald back peacefully. As a Questor of the Legion, I went to see General Tullius and ask him to have Thorald released. Tullius said no, that wasn't possible.

Well, in Solitude is a Thalmor Embassy, so I went there to plead with them directly. However, that building is empty, and no Thalmor exist in all of Solitude.

So I went to the Thalmor Fort where Thorald is held captive, but they attacked me without any dialogue options. I had no weapon equipped and was wearing the armor of the Legion, but they weren't biting.

So now I'm at a loss as to how I can complete this mission. I desperately don't want to kill the Thalmor, my character believing in the White-Gold Concordant. So how can I do this?

I am stuck at this quest too. I have tried google a lot, but as far as i can tell no one has found the solution.

Some people have claimed an imperial legion armor does the trick, but apparently there is no such armor. And apparently it is possible to bring the issue up with general tullius, but i havent seen anyone who got him to give the release order.

The quest has an issue. It is pretty obviously impossible to complete the peaceful path. I know, I hit the same road block. The Thalmor guards at the fort will tell you to take it up with Legion officials, and said Legion official will tell you he cannot grant your demand, whatever your rank with the Empire. Meanwhile, the quest marker will always point you to the fort.

You can still force your way in and attack the guards. A Quest Failed warning will appear, but it means you failed the optional peaceful path, not the whole quest itself. Fight your way in and you can still get the prisoner out the hard way, completing the quest.

There are a couple of rumors that the problem with the peaceful path is because of a missing NPC you'd be supposed to convince or a missing set of release orders that you'd be supposed to steal, or that you must wear a full set of Imperial Legionnaire Armor to fool the sentry, an armor which doesn't seem to exist. Since the quest directions and markers just point you straight to the fort and offer no help, this is impossible to know until the construction set is out and we can look it up for ourselves.

I got tired of trying to solve everything the "peaceful" way, and stormed the fort with Greymane and got Thorald out the old fashion way... That was my last whiterun quest before I made my way to Riften so I just wanted to get it over with . It was a deathfest. both of the guys graymane brought along died before the made it to the main gate, lol..... Good times..
