i play on a pc. and when dual wielding i have one major problem... it occurred a few days ago, it was not a problem from the start:

my rright hand is fast as hell, and my left takes 20 seconds or so from start of the animation til the actual attack, were not talking slow as in im not getting my dual flurry perk working, i can actually go to the bathroom while my character is delivering a blow.
has this happened to anyone else? do i fix it? do i not?

I had that happen to me the other day, only my left hand was normal speed while the right was super slow. I couldn't find any way to fix it, except for reloading an earlier save.

wow.... this actually turns out to be character specific. my nord warrior cant dual wield. my other characters can.

why oh why?
