does anyone else notice....?????

for me, the textures are blocky from far away, like textures from a ps1 game, as soon as i walk towards it it goes back to normal, but the draw distance of the textures is so close and horrible on the 1.9 patch, so for an update, ugly textures i thought would mean better performance, now its dark and the framerates arent as smooth what the heck, how to go back to 1.8?

FOr me it was only looking darker in windowed mode, in full screen the brightness was okay.

This is because the patch has created problems with anisotropic filtering. It is now disabled by default. I have tried fixing it via forcing it through the driver AND setting it in the console to no avail. I have the same issue and await a fix.
