No games perfect... If your an animation fanatic you should avoid all gamesas developed products, since their animators cant animate for [censored]... Seriously i was producing similar quality back in high school...
Any rate, i noticed some of that too, i chocked it up to the extra recording resources (video+audio capture is resource heavy, and obviously they want to show nothing but the best they can) and recording lag (the slight delays from again the lack of resources in video and audio). Anyrate i really wouldnt notice it. Fallout has a really f***ed up way of "aiming"... its like hip fire... and slightly higher hip fire... A mod "mended" it, but its compatibility with new weapons was limited and tedious. Again, gamesas needs to stop hiring throwaway bigname actors and get themselves a new damn animator... Obviously not SD's problem, infact theyre dumping considerable amounts of resources into their animation department, so i really wouldnt complain.

2. No, you were not producing fallout graphics in high school, if you think you were, then I assume your playing on a 12", non HD moniter, as this game has incredible scenery.
3. There's nothing to fix with fallout aiming system, you hip fire, and then you have aiming, which as in any game brings up your aiming reticule and makes you slightley more accurate, if you think the aimings bad, no offense but you should probably stop playing shooters or get a bit better.
I haven't noticed any lag or defects in the annimation in the videos but I have been watching them mostly on my tiny iPhone screen. The annimation of other players using the SMART system, to me, is great. When I first heard of the game I was aprehensive as I thought the SMART would look awkward as you have described, but in the first Container City video when the AI jumps on the container then over the wall, it exceeded my expectations by far, so I'm happy with what I've seen.
