Sorry if this topic has been covered but I couldn't find it on any of the Skyrim websites and thought I could ask you brainiacs.

If I get a level up but don't actually go into the skill section, does the game scale as if I have the level anyway or does it wait until you're officially higher level first and have chosen health/stamina/magicka?

One day I might try a low level play through and wanted to find out if I'd be facing ubermonsters.
