Do you actually believe that? Do you really believe bethesda could've made a world as rich and big as skyrim, fill it with as many quests as they did, made all those hand-crafted dungeons with a smaller budget just because it would be PC only?

Mostly they could, yes. The number of quests and dungeons might suffer but graphics would be a lot better, the optimization would be a lot better and the game mechanics would be a lot better. Just to name a few. There are many small budget PC games that have amazing worlds. Also with no need to worry about catering to the lowest common denominator they could put far more focus on the questlines, choices, dialogue and such. The things role players actually enjoy.

In fact things like the city sizes and population, sizes of battles and such that take hardware would be a lot better if the game was PC only. They wouldnt be restricted by consoles which is why they usually are so small.
