Shield of Solitude : V

I don't get it.
Where can i find the Shield of Solitude? i made some quests in solitude (including becoming thane), but that's not it.
heard about it yesterday on the wiki page with no info about where to find it.

the jarl gave it to me after I finished "the man who cried wolf" and "wolf queen awakened". But u have to do those to become Thane, so strange u haven't got it..

when i kill a guard i get one without the enchantments and that isn't what i want
