Illusion Quiet Casting

Hi guys, I just picked up the Quiet Casting perk on my illusionist last night and thought it would do 2 things;

1) When I cast a spell it doesn't sound so loud (I dunno bout you guys but say when I cast muffle or a flesh spell it makes a massive noise when the effect is applied, I figured the perk would quieten it down a bit
2) When I fire say a frenzy spell at a group of say 4 bandits and it hits one of them they wouldn't instantly know where I was and all come running/searching for me ?

What does the perk do exactly?

If you cast a spell behind an npc he will hear you casting it and know you casted it.
If you got this perk and he doesn't look at you he will never know who casted the spell - you could cast something and hide and the enemies won't know you did it or where you are.
