Joshua Graham is not a complete stranger to any Courier. Legion characters know him only as the Burned Man, the disgraced, almost mythical ex-Legate who cost them victory at Hoover Dam in 2277, the first (and only) real defeat the Legion has suffered since its founding by Caesar. You can talk about him with Caesar, Lanius, Lucius, Vulpes and the slave Siri (who describes him as a 'vengeful spirit').
To the NCR Courier, he is the former head of Caesar's military forces who blundered when attacking Hoover Dam, falling for the Chief's trap in Boulder City (although the Legion's aggression still resulted in a bloody battle, as evidenced by the memorial). Even in the NCR he is near-mythical, as many NCR Rangers/Snipers have reported killing him. You can chat with the Chief about him, who says that it's not 'clear cut' whether he's dead or not.
Even Independent/House Couriers know his name as a part of history, given the importance of the First Battle of Hoover Dam (and its continued importance - the game ends there for a reason).
We haven't met him, but we know him by his deeds and reputation.
