So why are people with high-ass pings allowed to play again?

Playing in a server where everyone has a moderate ping (anything below 100) is fun.
Playing in a server where a few people have a ping above 200 is just frustrating.

There's a beautiful and convenient filter in the server browser that allows you to filter out any servers with a ping above 100. It'd be great if people were to actually use it.

Next to that, I wouldn't mind a default server var that auto-kicks/denies connection of anyone with a ping above a certain value.

Auto-kicking/denying before they even get onto the server wouldn't work, you'd better off with the 'monitor over time' high-ping kick value on server adjusted well enough to not be disruptive, and that's counting if things like orbital strike lags on Skyline don't ruin it, because everybody would be kicked at that point.

It's quite tricky. The best you can do is ask them nicely to leave or start a votekick with the reason: "High pinger" or something
