Victor & Goodsprings

Just as background, I played FO3 for a couple dozen hours but never got around to beating it. I know about all of the game mechanics and intricacies so no confusion there. I've been playing FO:NV for about an hour just exploring Goodsprings one building at a time (scoring the loot in the Schoolhouse's safe was pretty sweet) and am playing a Good Karma character.

Anyways, I just have a few quick questions that seem puzzling to me.

1.) Why is Victor's house so... awesome? Almost too awesome. I mean you can sleep, get non-radiated water, and steal rare items all for free and without karma penalty. Is this related to the story (and something that could be a spoiler) or just random and there to make the game easy for beginners?

2.) Speaking of houses, when's the soonest you can get a place of your own on a Good Karma playthrough?

3.) Are there any rare items I should look out for in mailboxes or houses (or even from NPC's)? I already got a few magazines and, as mentioned before, the loot from the Schoolhouse.

Alot of places in New Vegas have radiation free water

Victore is a robot why would he care if you take from him. He wants to help you.

There is no house of are own just a hotel room and safehouses.

Mail boxes often have Skill mags

victor doesnt need the stuff in his house im assuming since his a robot, and he is only staying there for a little while (leaves goodsprings when you do, dont worry, youll see him again.). also, even if it looks like nothings there, look around, you'll easily double your scavenging profits by finding hidden objects/caches.
you get a house after a few days after doing 'one for my baby', and also when you enter the strip and meet visit Mr. House.

and, snowglobes are seriously benificial later, collect any you see

By the way, I know that there's stuff everywhere, I'm just wondering if there are really great and rare items, such as the Snowglobe at the cemetery. Or is that the only one?

As for hotel-rooms/safe-houses, I'm assuming that Victor's house doesn't count, right? In other words, you can't drop your stuff off there and expect it to be there any time.

Yes, there are more interesting things to find, including more Snow Globes, and a place to put them.

Also, Good Springs is a Tutorial, so there is more for you to take than in most places. Victor's house is a place for you to rest up and recooperate during the tutorial.

As far as safe places to put stuff. My contention is that if you can put it in a container, then it will be there when you get back. Some people say that containers reset, but I have not seen that happen yet. There are some containers in the game that do reset, but you usually know about them or can't put things in them. Owned containers can transfer ownership so that items will be considered stolen if you take them back out. However, the safest place to put things are in homes you get in the game (well the hotel rooms you get) and the Safe Houses.

Also, there is a Mohave Express Box in most every town that you can drop things in and have them sent to a town. And, you can get a hotel room fairly early on that has tons of storage.

1) just for early help and a place to stay
2) first official house you'll encounter will probably be in novices motel
3) you'll usually find helpful magazines in mailboxes and maybe a star bottle cap or two on the occasional NPC but you'll find out about that later

Novac motel.
There are few containers which respawn. Like first aid box in Prospectors cave near Primm. But they are very rare. Generally I newer saw any safe, ammo or saparila crate to respawn. Saparila and Nucacola machines does not respawn as well. There are always at last some of those in most of the places.
