Where can I get the Combat Archery mod? : IV

I tried the TESalliance site, but it constantly tells me that I'm not allowed to use their download manager. And I can't download it from sites like TESnexus either, cus it just isn't on there. Help?

Register at TESAlliance.

If still not allowed to use their DL manager then email the admins.
