I made a post before in regards to certain aggressive things no longer attacking me since the new patch. I have, however, discovered a pattern to particular things that may be of interest should you pursue fixing certain behaviours in the game. If you have ever used raised zombie on an emeny before and seen it reduced to an ash pile, you will discover that these piles remain; even when there comes a time when that enemy will respawn in their original spot where you first encountered them. Now, having discovered certain bandits respawned (like the tower up from Riverwood near Bleak Falls), I approached to discover they won't attack me. They only speak, but will not become aggressive unless I attack them. The Empty Ash Piles near them can no longer be searched and if I kill the bandits, I have noticed that I cannot use Raise Zombie/Corpse on them. They just bounce, but no message pops up in regards to the effect. It's as if they're already considered to be the original ash pile.
This is not a game breaking bug, but it is one that should be addressed, because every beast/man slayed so far that was revived is no longer attacking me when they respawn later.
Sadly, I have seen beasts that were never raised do this. I had frostbite spiders just looking at me in one temple. But this particular area I describe follows a consitent pattern.
