You have to aim it at the ground close to you. If the crosshairs is red, it won't work.

It follows the same rules as conjuring an atronach or familiar.

That's not really much of a description that I can go by in order to figure out what's wrong.

Just pay attention to the little crosshair in the center of your screen. If it's black when you're charging it up, it should work when you cast it. If it's red, it won't work. That's the same thing with conjuration.

Are you using the Atronoch Stone buff? There's a known issue with that stone "absorbing" the summon.
