For the main quest, when I arrive Dragonsreach and use "Call Dragon" shout to summon Paarthurnax, it won't appear, anyone same as me have this problem? Is it a bug? How to solve? I try to use console to "call" him, but won't solve and he fly away!

Try summoning Odaviihng

It's not Paarthurnax you summon its Odaviihng. Have you tried holding down the shout button? Thats what worked for me.
