How to sort out these mods.

I've fiddled with BOSS, OBMM and Wyre Bash to work out any conflicts and cleaned everything and the game still CTDs when loading a new game.

I've disabled anything in FCOM that could conflict with OOO and nothing.

I'm at a loss to figure out why adding just a small numbers of mods like this is so bloody hard with this game. It certain isn't this bad or unintuitive for Morrowind or FO3.

Just to start out with, you are using three different weather esp's and three different water esp's. They WILL conflict--you need to choose only one of each.
Also, to be clear, FCOM is only the glue/patch which allows Francesco's and OOO to work alongside each other. You should probably go back and re-install it according to instructions, or it will not function correctly.

From my own experience, conflict resolution in Morrowind is many times more complicated than for Oblivion. It looks like you just didn't research what you were installing, since as daemondarque says you have an incomplete FCOM installation... of the water mods, two of them are from the same mod package from which you're supposed to use only one of the two files. The same is true of your weather mods, it's a "pick one" thing where you have them both installed. You also have both Frans and OOOs respawn changes, which directly conflict, though they probably wouldn't cause crashes. The OOO magic script effect fix is replaced by a Bashed Patch tweak.

Do you have OBSE installed? You have OBSE dependent mods, loading them without OBSE is a guaranteed CTD on load.
