I just got my dedicated server setup, everything is set to standard, but the server shows as unraked.
Is there a cvar I have to use to make it a ranked server?

As far as I know the free ones are unranked. For everyone to be equal you can use the force weapon and diable suit perks .cfg commands, full list below. Not sure how it works with the free servers? Read the readme?

It's possible for you to set up a custom level rotation file, or change CVARs directly. Changing any of the following will result in the match being UNRANKED. Users will be informed via in-game UI.

as mentioned the free servers you build and run are unranked and they will never be ranked.

not really. if they gave you the option to host a ranked dedicated server then there would be uproar from all the companys that host servers for all games.
since the 1.9 patch this is what they offer free as part of the game package
Here you can grab the files for the Community Dedicated Server package. This package allows you to host your own unranked Crysis 2 server as well as custom maps/mods! This package also includes documentation on the setup and running of the server.
