can someone tell me a easy way to get a npc to sell spells?
is there a way to make my own music and make it so that it will only start playing in a surten city?

You have to set up the NPC as a merchant, set all of the appropriate flags in the AI section and add the spells you want sold into the Spell List tab of the NPC.

is there a way to make my own music and make it so that it will only start playing in a certain city?

Not that I know of.
