Who would recomend Oblivion mod manager?

is it easier to use than just the oblivion data files.

Or should I go ahead and download OBMM?

OBMM is very useful. Wrye Bash is better, but a bit more complicated. You definitely need one or the other.

edit: or both!

OBMM seemed very easy to use when I was watching a video on youtube but I needed a personal opinion before I downloaded it. Dont wanna clutter my laptop.

and what is Wrye Bash? I've never even heard of it.

OBMM is pretty easy to use, but has limitations. http://www.gamesas.com/index.php?/topic/1214100-relz-wrye-bash/ Some more complex mods such as http://www.gamesas.com/index.php?/topic/1215773-relz-fcom-convergance-and-ufcom/ or http://www.gamesas.com/index.php?/topic/1201253-relz-weather-all-natural-thread-35/ require Wrye Bash's bashed patch to work.

Would I have to have Wrye bash for this mod.

No, you wouldn't have to use Wrye Bash, but it would be a good idea to familiarize yourself with Wrye Bash's mod installer, BAIN. OBMM also has a system for installing mods using OMODs. BAIN is much more flexible and generally preferred. Have a look at http://tescosi.com/wiki/Oblivion:BAIN_Installation. Actually, have a look at that whole site. Very useful stuff for somebody new to modding Oblivion.

This is the easiest way to familiarise yourself with Wrye Bash, and thus, BAIN: http://www.tesnexus.com/downloads/file.php?id=35230
