Repair NPC weapons and armor

Greetings!

Being a fan of what I supposed are LONG plays-through (my current is well over 1k hours) I find myself increasingly faced with an immersion-breaking 'dilemma'. More and more NPCs that should be well armed and armored aren't. These are mostly (but not exclusively) essential 'guard' type NPCs stationed in the wilds, those with dangerous spawn points nearby. Time and repeated battles eventually take their toll. Those NPCs eventually end up in civilian attire or in one case nvde. (This was fixed via mod update, though those NPCs still eventually ended up in civies rather than their nice themed armor.)

I'd like some legitimate way to repair their armor (no reverse pickpocket, thanks). Maybe a 'repair armor on target for up to 50 points' spell or some such. Doesn't have to be a spell of course. That was just the first thing that popped into my feeble mind. Whatever it is, I'd prefer it to have limitations and consequences so that it can't be used frivolously. (And NOT usable on self.)

Does such a thing exist?

How about just having some auto repair setting for NPCs not in combat? This is already available for companions. Come OBSE-dependent companion mods allow the companion to repair their armor once a day. I forgot about this issue. I wonder if such a thing could be incorporated into BFG's Enhanced Armory or Maskar's Unequip Broken Armor. Both authors are active, and those might be fitting mods for such an enhancement request. They already reequip clothes, so I am assuming that could autoequp fixed armor as well... :L Regardless, this sounds like a nice hole to fill.
