Game Crashes durning the "Unexpected Voyage" Quest

It crashes anytime there is a transition to quest stage 95 or right before you dock into the IC.
The second I exit sleep mode the game instantly crashes once the quest updates.
I'm also not in the thieves guild and I have the UOP with the mods patches and Si plus the UOP supplemental patch.

Everything in my load order seems to be okay and up to date.
Game worked totally fine up until this point.

I would suspect there is something that triggered prior to starting the quest that may be causing this. You can try to do one of two things:

Load save before starting quest, wait 3 days for somewhere to game reset, start the quest again.

Or just console cheat to complete the quest. The money reward is not that much and you already have the loot. Maybe quicker and easier to move on. When you dock all that happens is the keys are removed and you get some gold based on level.
