Why Exactly Don't Shouts Level?

Just curious. With certain shouts like disarm, which only effects enemies to a certain level, and other ones like fire breath, which do damage, they became useless/progressively weaker as the player levels up. Why exactly did Bethesda do this? It makes many of the interesting and very cool shouts practically useless. In the end, the only practical ones are "utility" shouts like Whirlwind Sprint, and ones that work indefinitely, like Marked For Death and Unrelenting Force.

I suspect you mean 'beyond' the three 'words' you can get per shout? If not, then that's your problem. If so, I agree it would be nice of show effect/damage scaled with level.

Yes, I mean a shout with all three words of power. Disarm and Fire Breath, even with all three words, are pretty much useless at higher levels. Shouts that leveled would've made a lot of sense. Glad I'm on PC, someones destined to make a mod for it. Maybe even a Shout skill tree when the construction set comes out. =P
