Weird Slowdown

So I recently built a nice new rig for myself and was very curious when I started sturggling to maintain 25 fps outdoors. It was even stranger when I saw that my CPU usage was only at 33%, my Vram only 600mb out of 1g, and my memory usage only at 55% of my 8g... Really I have no clue why this is happening. Any thoughts would be greatly appreciated.

That's a huge load order. The game is built on an old, unoptimised engine. Framerates can be a bit dodgy even in a vanilla game, and FPS drops can be seemingly random. However once you start to add mods FPS will plumet around NPCs even on the best PCs, as the engine only uses one core, and even then uses that rather poorly.

I would recommend cutting back the Really AEVWD options to just the basics (I use Wilderness Architecture, Ayleid Ruins, Forts, Statues and Ships only). The city architecture and IC options can severely affect your FPS. In addition, set uGridDistantCount in your Oblivion.ini to 17.

That should help a lot, however still expect FPS slowdowns. Absolutely nothing you can do about it.

Alright thanks I'll try that out. Honestly the RAEVW and texture replacers are the only new additions. I was running that load order sans texture replacers on a 5 year old laptop before XD
That definately helped I wonder if there is anything else I can do to help...

The Oblivion engine wasn't written to take multiple cores into account, so it can really only use one core. Many, many things in Oblivion are heavily CPU-bound, but most processor technology advancements over the past 5 years have focused on multicore, which Oblivion can't use. End result is that Oblivion performance hasn't improved with hardware nearly as much as you might expect based on other games released around the same time. The extra VRAM available on modern machines reduces stuttering a lot compared to older machines, but it's very hard to boost FPS by much, especially when heavily modded. CPU frequency (GHz) seems to be the biggest performance-determining factor these days.

Add to that that it looks like you can't overclock the CPU by a single Hz, the game seems to be very sensitive to overclocked CPUs. I've been trying with the lightest overclock settings I have and the game started crashing in interior cells, it never did such a thing in five years.

@Sean: since you're using RAEVWD you might want to try to lower the uGridDistantCount value in oblivion.ini, it makes huge differences in terms of CPU usage.

Hmmm ok I reduced it to 17 already, but I can drop it more. I knew Oblivion didn't use multiple cores from the get go. I guess I'll keep chipping away at stuff and see what happens. Damndest thing is each core is about twice as fast as my Laptop's which had no trouble running the same LO - the texture stuff lol. Guess I'll just keep hacking away.
