Immersive Interiors?

Okay When Installed it I followed the instruction but When I'm in Oblivion it says Cannot load the value or something. Do I need the to add the ini folder to my oblivion folder?

Yes. Without that the mod can't function. I have several mods that use Data/ini as ini storage.
