Nope, it's actually pretty strong. But why would you play dual wield and not use the perks? It makes the thing even better because you're sacrifice all defense for offense and the perks help you with that.
Edit: I want to add that one of the best shouts for dual wielders is time slow. It greatly helps you to dodge attacks while you turn your foes into mincemeat.
