Ok, I need to not mess with that then.
It seems to me that my Saves take longer these days then they use to, even with a NEW game when there should be hardly anything to save.
So I was wondering if it was these secondary saves but I guess not.

I know Oblivion creates a .bak file when quicksaving, and probably when auto saving - where the .bak file is simply a copy of the previous quck/auto save. So if you qucksave just after doing something really stupid, you can rename the .bak to .ess and load that. So I guess the way to get rid of them is to disable quck/auto saves.
As for the .obse file: That one contains all string and array variables that OBSE mods use, and probably some other OBSE specific info. By removing that one (or by not ensuring that the .obse keeps the same name as the accompanying .ess file when renaming) you ensure that you break every OBSE dependent mod that stores data in arrays or strings - which includes all my mods.
